It looks like the Duke Blue Devils will have Marvin Bagley for the 2017-18 college hoops season.
According to CBS Sports’ Gary Parrish, Bagley has been cleared by the NCAA:

The 6-11 power forward from Arizona will easily be one of, if not the best player in college hoops this season. On the Nike summer circuit, Bagley averaged 25.8 points, 14.9 rebounds and 3.1 blocks per game, slightly better marks than what he put up in high school this past year: 24.6 points to go with 10.1 rebounds per game.
A big reason why Bagley, who was originally a Class of 2018 recruit, joined 2017 was to get a year closer to the NBA Draft, and that reclassification was the only thing standing in his way.
Now, Bagley will suit up for the preseason No. 1 Blue Devils this year, and he’ll likely hear his name called first or second in the 2018 draft.
